Dear MSATA Colleagues:

On behalf of Indiana’s Department of Revenue (“DOR”), I am excited to welcome you to the 2017 annual conference of the Midwestern States Association of Tax Administrators in Indianapolis, Indiana!

Our agenda will address the intersection of law and tax policy; leadership, management, and organizational health; accountability and compliance; and modernization and information technology, among other programming topics. These themes will be discussed through speakers and  breakout sessions. Additionally, we will have plenty of opportunities to network with our peers and share best practices in tax administration.

Of course we also invite you to enjoy the sights, sounds, and burgeoning food scene of the city USA TODAY recently hailed as America’s “Best Convention City.” The downtown Indianapolis developments in recent years have only strengthened the city’s reputation in that regard. When we’re not collaborating on best practices, you can check out live jazz in nearby Broad Ripple or the vibrant Mass. Avenue, stroll along the downtown Indianapolis Canal, or take a gastronomy tour through Fountain Square. For those who believe, like me, a trip to the Crossroads of America would be incomplete without a sporting trip, you can attend an Indianapolis Indians minor league baseball game just blocks away from our conference site, or swing by the Indianapolis Motor Speedway and accompanying museum just minutes away in Speedway, IN.

The entire DOR family looks forward to hosting you. Personally, I look forward to meeting each of you and sharing notes regarding each other’s successes and plans for the future of our industry.

Adam J. Krupp

Adam J. Krupp is the Indiana Department of Revenue Commissioner. He was appointed by Governor Eric Holcomb in January 2017. Before joining the Department of Revenue, Adam served as General Counsel for theBureau of Motor Vehicles, Special Counsel to former Governor Mike Pence and as Deputy Director and Counsel for Indiana Division of Family Resources. Adam also clerked for the Honorable Paul D. Mathias of Indiana Court of Appeals.

Adam has extensive experience as a litigator in the private sector, where he practiced law in New York with Kasowitz, Benson, Torres & Friedman, LLP, after starting his career with White & Case, LLP. During his career in the private sector, Adam represented clients in federal and state court actions in a broad range of complex commercial litigation matters, including securities, intellectual property, class action defense, antitrust, regulatory investigations, breach of contract, fraud, products liability, RICO, and white collar crime. He is licensed to practice law in Indiana, Georgia, New York, and Texas.

A native of Plymouth, Indiana, Adam earned his bachelor’s degree from Purdue University and his J.D. from the Indiana University Robert H. McKinney School of Law. 


Glen Baker is the Chief Modernization Officer for the Indiana Department of Revenue. Before joining the department, Glen served as Chief Information Officer for several companies in the private sector including Indianapolis based American Trans Air (ATA), Panama based Copa Airlines, and Latin America base Viva Airlines.  Additionally, Glen served two years as Chief Information Officer for the City of Indianapolis as a member of Mayor Greg Ballard’s cabinet.

Glen has extensive experience as a leader of major enterprise modernization project portfolios in both the private and public sectors. After starting his career as an applications developer working on BMV and department systems, Glen transitioned to lead enterprise projects and technology transformations for fast growing, dynamic organizations.  

A native of Shelbyville, Indiana, Glen graduated from Shelbyville High School before attending Franklin College. He served as a member of the technology strategy committee for the world’s largest airline alliance and was an annual lecturer for the Indiana School of Informatics. 


Dwaine E Brinson serves the Indiana Department of Revenue as Inspector General. He served as the Special Agent in Charge for the Treasury Inspector General for Tax Administration Chicago field office for two years. He directed Chicago Field Division operations with direct supervision for forty-two investigators, managers, and administrators.

Dwaine also served as the Assistant Special Agent in Charge for the Treasury Inspector General for Tax Administration Chicago field office. He previously served two years as Assistant Special Agent in Charge of the Inspection Team based out of Washington D.C. He was responsible for directing and coordinating operational reviews of TIGTA field operations.

Dwaine started his federal government service in Chicago, Illinois as an Internal Auditor with the Internal Revenue Service – Office of Inspection that later became the Treasury Inspector General for Tax Administration in January 1999. 

Dwaine, a native of Chicago holds a degree in Accounting from Roosevelt University in Chicago, IL. 


Bob Grennes, Jr. is the Chief Operating Officer for the Indiana Department of Revenue. Bob has extensive experience as an enterprise-wide operational manager, executive leader, and board member. He is an organization and service operations engineer with a passion for building and nurturing healthy, successful and continuously improving organizations.

During Bob’s private sector career, he led information technology departments, financial service business operation divisions, and organizational development and modernization initiatives in high-volume and high-complexity industries. He also played a transformational role in the growth and improvement of projects, teams, and organizations in a variety of executive positions.

Bob attended Purdue University, IUPUI, and Indiana Wesleyan University. He holds a B.A. in Business Administration with a minor in computer technology. He also is a certified Six Sigma yellow belt.


Kevin Gulley serves the Indiana Department of Revenue as the Chief Information and Technology Officer.  Kevin has extensive experience as an information technology and operational leader in both public and private sector organizations.

Prior to joining the department, Kevin served as the Vice President of Health and Corporate Systems at Conseco Insurance Companies. His experience includes various leadership positions with Anthem Insurance Companies, including Director of Information Management and Actuarial Systems.

Kevin earned his B.S. degree in Quantitative Business Analysis from Indiana University and his MBA degree from Butler University.


Patrick Price serves the Indiana Department of Revenue as the General Counsel. Patrick has a variety of career experience. After law school, he was the deputy prosecutor in Hamilton County, and then clerked for the Southern District of Indiana and the Tenth Circuit Court of Appeals for, then Judge, Neil Gorsuch.

Patrick then worked at Barnes and Thornburg for more than six years, where he focused on employment law and complex litigation. More recently, Patrick worked as the General Counsel for both the Bureau of Motor Vehicles and the Indiana Office of Technology. Patrick is a native of Indianapolis and attended Indiana University and Yale Law School.


Chris Russell serves as Special Counsel and Policy Director for the Indiana Department of Revenue. Chris previously served as Deputy General Counsel at the Bureau of Motor Vehicles. Prior to working with the state, Chris operated a private law practice focused on general corporate/business matters including contract review and drafting, licensing, intellectual property and business forecasting/planning. He also practiced law at the Indianapolis-based law firms of Alerding Castor Hewitt LLP, and Ammeen & Associates, P.C.

Chris’ professional career began during law school working in a legal and marketing capacity for various clients in the entertainment and sports industry at a sports marketing firm in Indianapolis. He then focused on representation of track and field athletes and race car drivers and as a certified contract advisor for the NFL Players Association.

Chris earned his bachelor’s degree from DePauw University in Music / Business and his J.D. from the Indiana University Robert H. McKinney School of Law.


Ed Vance serves the Indiana Department of Revenue as Chief Financial Officer. Before joining the department, Ed was the Assistant Treasurer for Remy International, Inc., an automotive parts supplier that was formerly a division of General Motors.

Ed has more than 20 years of business experience. He began his career with Ernst & Young as a CPA in the audit division. After obtaining his MBA on fellowship from the Indiana University School of Business in Bloomington, Ed worked for Eli Lilly & Company as a Senior Financial Analyst with responsibility for a more than $1.25 billion global research and development budget and a $75 million capital budget. After leaving Lilly, Ed spent the next six years in the banking industry at JP Morgan Chase where he obtained valuable experience in treasury services and commercial and industrial lending.
